This year, on Nov. 3rd, "Financial Times" in London and
"Postimees" in Tallinn simultaneously published a letter by the Prime
Ministers of Great Britain and Estonia, calling for avoidance of an
uniform European Union policy in the area of social security and of
harmonised taxation systems, thereby also rejecting the social and
taxation policies of the Scandinavian states – the so-called European
region of wellbeing.
This joint declaration was preceded by the unprecedented declaration
of Prime Minister Juhan Parts at the meeting of the Prime Ministers of
Northern Europe, where he preferred the American neo-liberal economic
model over the Scandinavian socio-political model.
The joint declaration by Prime Ministers Blair and Parts sows seeds
of destruction of the European unity, deliberately opposing the
priorities expressed by France, Germany, and the majority of the current
Member States of the European Union. Such an opposition is only
advantageous to the United States of America, weakening the European
Union as a global power.
Considering the above, ESDLP:
1. Regrets the opinions of Juhan Parts, the Prime Minister of the
Estonian Republic, and emphasises that they contradict the interests of
the people of the Estonian Republic in general.
2. Confirms its support of the developments in the European Union
aimed at the formulation of a common basic policy and common minimum
standards in social matters.
3. Opposes the zero taxation policy Estonia has applied to the
profits of businesses, thus bringing the Estonian business climate
dangerously close to an economic environment based on the offshore
model.
4. Urges the Riigikogu (Parliament) of the Republic of Estonia to
condemn the Prime Minister's declaration as detrimental to European
unity and the wellbeing of Estonian populace.
5. Confirms its support of the GUE/NGL group of the European
Parliament and its aims of developing a common basic European union
policy in social matters.
The Central Management of ESDLP, while forwarding this Declaration to
the President of the Republic of Estonia, the Chair of Riigikogu, the
Prime Minister of Estonia, and Members of the Riigikogu, also informs
the envoys of the EU Member States residing in Tallinn of this
Declaration and requests the GUE/NGL group to circulate this Declaration
in the European Parliament.
